| Panopticons Open Design Competition Panopticon n. Structure, space or device providing a comprehensive or panoramic view. Architects, landscape architects, engineers, professionals or students are invited to take part in this exciting new design competition. The Panopticons will be located on six high-point sites across East Lancashire commanding stunning views. Their purpose is both aesthetic and functional - they may take the form of shelters, viewing platforms, beacons.. They will be high-profile attractions for local people and visitors. Sites have been selected in Accrington, Blackburn and Wycoller. Competitors may choose to design for one or all of these sites and it is the intention of the promoter to build the winning designs. The promoter is also running a parallel 'Ideas' competition seeking conceptual ideas for a Panopticon on a 'Wildcard Site'. A long term objective of the project is to have at least six Panopticons in East Lancashire, so the winning concept may be developed in the future. Students may enter this aspect of the competition. Promoter: The project, which has been funded by the Northwest Development Agency [NWDA] and East Lancashire's Regional Park Programme, is being managed by the East Lancashire Environmental Arts Network [ELEAN], led by Mid Pennine Arts, a key arts development agency for East Lancashire. The project is also financially supported by the Arts Council: North West, Lancashire County Council and the local authorities of Blackburn with Darwen, Burnley, Hyndburn, Pendle, Ribble Valley and Rossendale. The Competition: The competition has two aspects: An Open Design Competition for the three chosen sites: The Coppice, Peel Park, Accrington The Cannon Battery, Corporation Park, Blackburn Haworth Road Car Park, Wycoller Country Park, Pendle An Ideas Competition for the Wildcard Site Further information about the three sites, and the Wildcard Site, is available at http://www.panopticons.uk.net from Wednesday 23rd April 2003. Eligibility: The Open Design Competition [for the three specified sites] is open to architects, artists, landscape architects, engineers. The Ideas Competition [Wildcard Site] is also open to architects, artists, landscape architects, engineers and also to students of these disciplines. Competition Format: The competition is open and will comprise two stages: The first stage will seek preliminary design ideas which will be assessed anonymously by the Jury Panel. Following assessment the authors of the best schemes [maximum 12 in total] will be invited to take part in the second phase of the competition. These shortlisted competitors will be asked to discuss their ideas at an interview held on either the 3rd or 4th July. Site Visit: It is recommended that entrants visit the sites. For entrants who do not have their own transport a coach tour of the sites will be available on Friday 9th May. Competition Ti Stage 1 - Assessment: Thursday 17th June Stage 2 - Interviews: 3rd and 4th July Result: Mid July Registration: To register and receive a copy of the competition brief [available from 30th April 2003], please send a cheque payable to RIBA Competitions at the address below. VAT receipts are available on request. Registration fees are as follows: £20.00 to enter one of the 3 'live' sites [the design competition].
