the little haiti housing association scattered site housing project is an architectural design competition for the design of new affordable infill single unit in the little haiti neighborhood of miami city. scattered house is the working title of the exhibition to be mounted of the first prizewinner, finalist and honorable mentions. the competition is part of an ongoing effort to rebuild a sense of community in miami. in collaboration with little haiti housing association, the florida international university school of architecture, and the museum of contemporary art of north miami an exhibition of the competition will be presented to communicate the innovations resulting from the competition. the entries should illustrate and little haiti housing association has committed to execute houses of design excellence. in short- architects are requested to express innovative options of contemporary living and incorporate the unique culture as well as the goals of the little haiti's residents in their design of buildings with relatively modest budgets. the project asserts the urban renewal philosophy that well-designed, affordable housing must be part of a holistic strategy for community development to improve and encourage greater unification of the urban fabric of the entire community.
goals:
1. to develop an excellently designed scattered site houses exclusively for home ownership in the little haiti neighborhood of miami city.
2. to increase the percentage of home ownership for working families in the little haiti neighborhood of miami city by placing them in comprehensively modernized contemporary homes.
3. to execute research based design solutions that meet the economic, cultural, creative, regulatory opportunities of the little haiti community and scattered housing community wide.
aims:
1. return all 25 scattered-site units to modest-income buyers
2. create jobs and business opportunities for the poor in these neighborhoods,
3. result in the creation of an economic development entity to guide future growth,
4. create a fund for exclusive use in economic development projects within the community,
5. aid in moving people from rental to home ownership;
6. restore property tax revenue for involved municipalities
7. continue to build the community of homeowners within the little haiti neighborhood.
exhibition and awards:
up to 10 teams will be awarded $200 as finalists.
from the finalist a first prize winner will be chosen as well as $5,000 credited toward the production of full working drawings and the commission will be awarded. once the commission has been awarded, the architect enters into negotiation with lhha and a normal building process will begin. it is strongly advised that this project should apply for the incentives and abatements recently adopted by the miami city commission through the affordable housing advisory board.
program requirements:
houses have to be designed for one of the following two scenarios:
1. three bedroom house with the possibility of two thematic variations
2. four bedroom house with the possibility of two thematic variations
buildings have to be able to be constructed for less than $80,000 or under $65.00 per. sq. ft. inclusive of all base building finishes and labor. this price ceiling is for construction of an individual dwelling including all vertical construction cost excluding any site related infrastructure costs such as water and sewage impact fees. the architect can submit an adaptable prototype based on a typical city if miami mid block lot size of 50 ft. x 100 ft. or a site-specific design, based on a specific lot size and block location. entries need to comply with the south florida building code, as well as minimum housing standards of the city of miami home program and the miami-dade housing agency surtax program. the floor area, internal and external planning, etc., are at the discretion of the competitors, as long as zoning, code and fiscal prudence are observed as well as all plausible variances are indicated and justified. the design must to provide acceptable living, sleeping, cooking, bathroom, and laundry facilities.
submission criteria:
each team must consist of at least one licensed architect. all designs are to be presented on two 24'x 36' [61 x 91.5 cms] lightweight, rigid panel [such as foamcore] or heavyweight rolled sheets. the submission should also include one presentation quality model. no more than two boards are allowed per entry. the panel display format must be written vertically with the long dimension vertical. plans can be dimensioned in english or metric scales and must clearly show the scale of all drawings except perspective views. competitors may utilize any drawing medium or style they wish. clarity and directness of representation should be the primary purpose of any graphic system used. color is allowed. the panels are not to have projections or lift-up overlays.
required drawings and text:
the boards must have incorporated 1 set of 1/4'=1'-0' [or comparable metric scale, suggested. 1:50] plan[s], section[s], elevation[s] and three-dimensional drawing [axonometric/ perspective]. the models [optional] should also be at a scale of 1/4'=1'-0' [or comparable metric scale, suggested. 1:50] and should possess superior material quality. a descriptive text should be incorporated onto the board[s] of each entry and should outline general material, structural and construction systems/techniques. any other text should be enlightening, brief and to the point.
eligibility and anonymity:
the competition is open to all architectural professionals, but each team submitted should include a registered architect. the finalist[s] and winning entries must include an architect registered in the state of florida. the competition boards may not contain any copy or marks that may identify the authors on the design. in the event that any such identification is ascertained, the entry will be disqualified. all registered entrants will be given a registration number and entry mailing addres. the author will attach a sealed envelope to the back of the boards that contains the identity of all team members, contact information and proof of architectural licenser. the registration number will be written plainly on the front of this envelope. the registration number will also be placed plainly and discretely on the front of each board. entrants are allowed to submit more than one entry as long as they pay the registration fee for each one of them.
ownership and use of the design submissions:
professionals retain control of intellectual property; however, the sponsors will retain the ownership of all submissions. the sponsors will not return any design submissions. competitors, excluding the finalist[s] and winner, will be given an opportunity to retrieve submission [at their own expense] following exhibition and archival records. for this reason competitors are advised to make record copies of their design submissions prior to sending them. no restriction is placed on the use of any design submission by is authors, excluding the design awarded first prize.
authorship:
all competitors, individual or team, in entering the competition agree that the work they submit is entirely there own and does not infringe any patent or copyright.
disqualification:
any competitors who break any of the competition rules or who fail to fulfill the requirements of the competition program will be disqualified and their submission will not be considered. all professional qualifications should be current at the time of submission.
registration fee:
a registration fee of $35.00 must be received/postmarked by 5:00 pm on september 1, 2001. the non-refundable tax-deductible registration fee should be in the form of a check or money order made out to little haiti housing association - scattered site housing project [lhha-shp] cash will not be accepted. please forward registration fee with return address for design package to the address listed below.
