the city of wrocław is pleased to announce the competition for the architectural design concept of the concert hall and wolnosci square in wroclaw. inspiration for this concert hall construction came from the cooperation of the karol lipinski musical academy and wrocław city authorities.
basic rules & regulations of competition
1. organizer of competition
the competition is organised by the principal, i.e. the commune of wroclaw - municipal authority of wroclaw, represented by mr rafał dutkiewicz, mayor of wroclaw;
2. form and type of competition
the competition is held in the form of a one-stage, urban planning-architectural implementation contest.
3. object and goal of competition
1. the object of the competition is to elaborate architectural concept for the concert hall building as well as wolnosci square incl. underground parking; a program-spatial concept for the lower silesia opera house; redevelopment and extension of the western wing of the former king's palace with a development concept for the wolnosci square area within the boundaries under the competition study which are set out in the 'map of current arrangements'.
2. the goal of the competition is to obtain the best [from acoustic, architectural and functional point of view] architectural concept for the design of the concert hall, as well as a development concept for the area of wolnosci square in wroclaw which should take into account the character and importance of the place.
4. entities eligible to participate in the competition
1. physical persons holding unrestricted architectural design permits, who are members of the chamber of architects of the republic of poland, and for persons residing outside the territory of the polish republic, who will make a declaration to provide the principal with a relevant permit in the form of a document allowing them to provide services in the territory of the republic of poland, i.e. to perform the architectural profession [autonomous performance of technical functions in construction sector, in accordance with construction qualifications in the architectural speciality of designing without limitations and verifying architectural-construction designs] in accordance with polish legal requirements.
2. legal persons and organizational entities of no legal status if their submissions have been prepared with persons who meet the requirement set out in 4.1.
3. entities appearing jointly, e.g. a consortium of participants, a team of authors [of teams of authors], which will conclude an agreement to carry out a joint undertaking. regulations applicable to competitors apply respectively to participants jointly taking part in the competition.

2. competitors are entitled to address the organizer in writing [by fax, electronic mail or by post] at the address set out in 6.1 to clarify the provisions of the rules and regulations of the competition.
3. the organizer shall answer all enquiries pertaining to the rules and regulations of the competition, provided he receives them not later than six [6] days before the expiry of the term of submission of the competition application forms.
enquiries despatched by fax or electronic mail are deemed submitted in time, if their contents reaches the addressee before the expiry of the said term and is promptly confirmed in writing.
4. the organizer shall dispatch written answers to the enquiries without revealing their source to all parties which have purchased the rules and regulations of the competition at the address given at the moment of purchase.
5. the principal reserves the right to modify the contents of the provisions contained in the rules and regulations of the competition prior to expiry of the application period for admission to the competition. possible modifications shall be dispatched in the enquiry reply mode.

9. language
the competition submission must be prepared in its entirety in polish and english language versions.
10. prises
authors [teams of authors] of three [3] best competition submissions shall receive prizes set out below, as well as be invited to take part in a public tender proceedings by way of negotiations without announcement.
the amount of pln 100,000 appropriated towards the prizes shall be divided as follows:
* first prize pln 50 000 * second prize pln 30 000 * third prize pln 20 000
11. range and method of competition submissions preparation
the competition submission must be made in graphic, descriptive, digital, as well as model form.
1. graphic part.
the graphic part should contain:
1. development concept for the wolnosci square area within the confines of the study marked out on 'map of current arrangements'',and presented on: - basic display board, with marked entrances, arcades, driveways, etc., at a scale of 1: 500,
2. -contextual cross-sections, whose number should be sufficient to allow for proper interpretation of the author's concept, at a scale of 1:500 [minimum 2], architectural concept for concert hall building presented on:
- plans of all storeys, at a scale of 1:200, - cross-sections, whose number should be sufficient to allow for proper interpretation of the author's concept, at a scale of 1:200, - elevations, at a scale of 1:200,
3. program-spatial concept of the building which constitutes redevelopment and extension of the western wing of the former king's palace, presented on:
- plans of all storeys, at a scale of 1:500, - cross-sections, whose number should be sufficient to allow for proper interpretation of the author's concept, at a scale of 1:500, - elevations, at a scale of 1:500,
in case functions of the concert hall building are included in part of the building which constitutes redevelopment and extension of the western wing of the former king's palace, this part should be presented at a scale of 1: 200,
4. program-spatial concept of the opera's back-up building presented on:
- plans of all storeys, at a scale of 1:500 - cross-sections, whose number should be sufficient to allow for proper interpretation of the author's concept, at a scale of 1:500,
5. - elevations, at a scale of 1:500, architectural concept of underground parking lot situated under the surface of wolnosci square, and presented on:
- plans of all storeys, at a scale of 1:500,
6. - cross-sections, whose number should be sufficient to allow for proper interpretation of the author's concept, at a scale of 1:500, characteristic architectural detail of the concert hall building elevation,
7. visualisations, perspectives, axonometries, whose number should be sufficient to allow for proper interpretation of the author's concept the graphic part should be made on vertical 70 [w] x 100 [h] cm light-weight, rigid display boards, whose number must not exceed 4.
2. descriptive part.
the descriptive part should contain:
1. description of the area development concept, 2. description of the architectural concept for the contemplated development taking into account the accepted construction-material solutions, 3. description of the concept with particular emphasis on installations and technical infrastructure, 4. cost specification for particular facilities [zko]: concert hall building and development of wolnosci square area with underground parking lot, 5. specification of internal areas of particular building storeys [net], 6. specification of room areas for particular buildings
3. model.
the model should present in a 3d form the architectural concept for the contemplated construction, as well as development concept for the area at a scale of 1:500.
4. digital part.
the graphic and descriptive parts must be digitalized in pdf format on a cd carrier [1 copy]. the display boards must be decreased to a3 size.
