The Presidio Trust, a Federal government corporation, is soliciting Statements of Qualifications from qualified firms or teams to assist the Trust in developing and implementing a new design for the Main Parade Ground and associated public open spaces located at the Presidio of San Francisco. The Presidio is a national park and a National Historic Landmark District.
The Trust is seeking an exciting, high quality design for the Presidio's Main Parade Ground that reduces pavement, introduces lawn area and landscaping in a way that enhances adjacent buildings and functions, and provides opportunities for informal and formal public gatherings. The design should establish the Main Parade Ground and the Main Post as the Presidio's activity center and public gathering place for events and festivities. The design should also provide opportunities for interpreting the Presidio's history, and should be compatible with the Presidio National Historic Landmark District. Sufficient parking must be retained to serve existing and planned land uses.
The selected firm will develop three alternative design concepts with gross cost estimates, develop a refined schematic design for the selected concept, and assist the Trust with consultation pursuant to the National Historic Preservation Act. Design development documents, final construction documents and refined cost estimates are anticipated in the future but are contingent on funds availability. Estimated start date is September 2003.
Minimum qualifications include: Landscape Architect License; Demonstrated specialized experience in performing work in park environments, open spaces within urban areas, and working with cultural landscapes in a historic district; and Certificates of Insurance. Service Contract Act [U.S. Department of Labor prevailing wage rates] applies for other than professional services.
Submittals will be evaluated based upon criteria set forth in the Request for Qualifications [RFQ], including but not limited to: [a] Demonstrated relevant experience; [b] Statement of Interest and Approach [c] Professional Qualifications of principal & key personnel; [d] Past performance, including references; and [e] Outreach. Short-listed firms will be interviewed. The Trust anticipates awarding one cost-reimbursement type contract with a not-to-exceed ceiling price.
