כיום, אתר הדולפינריום וסביבתו מהווים מעין "חור שחור", לא מתוכנן, המייצר נתק במרקם העירוני ורצועת החוף. התכנון באתר זה בוחן סוגיות ואתגרים שונים, לצד הזדמנויות ייחודיות שהאתר מציע.

הפרוייקט מציע רקמה עירונית חדשה הבוחנת את החיבור בין מרקמים שונים הקיימים באיזור.  כמו-כן, מוצעת בחינה מחודשת למפגש העיר והים בנסיון לייצר דיפוזיה בין האינטנסיביות העירונית לרוגע שבים.

הרקמה החדשה מנקזת מוקדי עניין קיימים אל כיכר תיירותית הפונה לים כשלמולה ה"צלע הרביעית". כך הופך האתר לחוליה המשלימה וסוגרת את רצף הכיכרות והשדרות הירוקות של העיר. ה"צלע הרביעית" יוצרת מתחם בילוי ופנאי הכולל מסחר, ספורט אתגרי וימי ומוקדי תרבות שונים כהשלמה לרצף המוקדים שברצועת החוף. הפרוייקט מדגיש את ייחודו של האתר המחבר בין העיר לים ובין החוף לשטח ציבורי ירוק.

בבחינת הקשר בין מרחב פתוח באיזור מבונה אל מול מרחב בנוי באיזור פתוח, ישנו שילוב בין חוויות שונות של טבע ועירוניות המתקיימות יחדיו ומאפשרות רצף וקשר ישיר בין המרחבים.  על ידי כך נשמר המרחב הציבורי ברצועת החוף תוך החדרת הים אל העיר בפירוק הדרגתי של מבטים  מהכיכר הנימשכים במורכבותם אל תוך הפרוייקט.

Nowadays, the Dolfinarium site and its surroundings function as a disorderly “black – hole”, that creates disconnection between the urban fabric and the coastline.

The project examines different issues and challenges alongside opportunities that the site has to offer.

The design suggests a new urban method that enhances the connection between different fabrics existing in the area. In addition, a renewed perspective has been made, for the way the sea and city intersect, in an attempt to create diffusion between the intensity of the city and the tranquility of the sea.

The new fabric centralizes existing points of interest into a touristic square addressing the sea and facing the “fourth facade”, making the site a completing and closing link to the sequence of squares and Green Boulevards in the city. The “fourth facade” consists of a center for leisure and recreation, including commerce, extreme sports, sea club and diverse cultural places, as a completion to the existing interest points the coastline offers. The project emphasizes the uniqueness of a site connecting the city and sea, as well as the sea shore and green landscape.
 
By examining the connection between open space in a built area to that of a built space in an open area, an integration has been made to create different natural and urban coexisting experiences, allowing continuity between the different vasts. By doing this, the public space at the coastline is maintained while the sea intersects the city through a series of fragmented glances that start at the square and build up in complexity as we enter the project.
